Killiney Beach Water System Main Replacement

Project Name: Killiney Beach Water System - Killiney Watermain Replacement

Start Date: November 2016

Substantial Completion Date: August 2017

Number of Units: approximately 100 residential parcels

Project Cost: In combination with the Winchester Reservoir and Control Building Improvements, this infrastructure improvement project is being funded in part from a $1.9 – million grant from New Build Canada Fund – Small Communities Fund..

Description:

• This work is replacing approximately 3 km of existing watermain infrastructure in the upper Killiney Beach Water System including all or part of the following areas:

    • Winchester Road;
    • Brant Road;
    • Houghton Road;
    • Keithley Road; and
    • Moody Crescent.

When complete, residents will benefit from improved water quality and fire protection. The water system will also benefit from reduced unaccounted water from leaks.

Current Status:

  • January 5, 2018 - This project is now complete.
  • November 7 – All asphalt restoration is complete and all remaining surface restauration will be completed as weather allows.
  • August 24 – All planned water main has been installed and all service connections have been transferred over to the new system. Surface restoration continues. 
  • July 11th – All planned water main has been installed. Existing service connections will be transferred over to the new system in the next few weeks. Surface restoration continues and the majority of the project will be complete by early August. 
  • May 4th - Most of the water main has been installed with one creek crossing along Keithley remaining.   Water main will be pressure tested shortly.   Long side services installation is near completion. Site clean-up and restoration has commenced and paving is expected in June.
  • April 5th – Water main replacement is nearly complete along Moody Crescent, Keithley, Houghton and Brant. Sections still remain along Winchester and in between Winchester and Houghton.   In addition, the long sided services still need to be bored and installed.   All disturbed areas will be restored after the new water main sections have been tested and commissioned.
  • February 22th – Water main replacement was completed along Houghton from Brant to Keithley. R-355 are now installing the water main along Moody Crescent starting at the south end and moving north. 
  • February 14th - water main replacement is continuing along Houghton Road from Brant Road to Keithly road.  The water main along Winchester road is partially complete with certain areas to be revisited as the weather improves.  Many water services and items like road resurfacing are still to be completed in the disturbed areas.  All residents are still connected to the existing infrastructure.
  • November 28th - construction to begin on Winchester Road - one lane closed/one lane open during construction - hours 7am - 5pm weekdays  View Contractor Notice to Residents / View News Release
  • Construction is scheduled to begin in November 2016 and continue until May 2017 with a winter break – weather dependent.

Killiney Beach Water System - Winchester Reservoir and Control Room

Project Name: Killiney Beach Water System - Winchester Reservoir and Control Room Improvements

Start Date: March 2017

Substantial Completion Date: February 2018

Project Cost: In combination with the watermain replacement, this infrastructure improvement project is being funded in part from a $1.9 – million grant from New Build Canada Fund – Small Communities Fund.

Description:

  • This work is replacing the existing Hope Creek reservoir with an additional reservoir and control building at the existing Winchester reservoir location (9408 Winchester Road). When complete, residents will benefit from improved water quality, water storage and balancing, fire protection, improved maintenance capability, and will help to reduce interruptions during power outages.

Current Status:

  • November 2018 - this project is substantially complete.
  • Fall 2018
    • Reservoir site restoration has been partially completed
    • Control room generator has been commissioned.
    • Final deficiencies to be completed and substantial completion expected during Fall 2018.
  • March 22, 2018
    • Reservoir - Final commissioning has been completed.  Site restoration is still to be completed.
    • Control Room - the control room has been partially commissioned.
  • January 5, 2018
    • Reservoir - Ready for leak test
    • Control Room - Form work complete.  Mechanical and electrical is progressing
  • November 7
    • Reservoir – Form work is complete, membrane and concrete topping installed, and perimeter drain installed.
    • Control Room – Below slab process piping has been installed and most form work has been completed.
  • August 24 –

    • Reservoir – Formwork and reinforcing continues.
    • Control Room – Excavation and slab preparation continues.
  • July 11th - 
    • Reservoir – Excavation has completed and formwork and reinforcing continues.
    • Control Room – Excavation has started and slab preparation is scheduled to start shortly. 
  • May 4th - Reservoir excavation is complete.   Reservoir drainage and piping to be installed shortly.   Excavation of the control room to being shortly.
  • April 5th – Excavation has started at the Winchester site for the new reservoir and excavated material is being hauled off site.
  • Construction is scheduled to begin in March, 2017 and continue until the November, 2017.

Westshore Estates Water System - Mountain Reservoir and Upper Reservoir Improvements

Project Name: Westshore Estates Water System - Reservior Improvements

Start Date: March 2017

Substantial Completion Date: November 2017

Project Cost: This $1.3-million infrastructure improvement project is being funded in part from an $870,000 Community Works Fund (Gas Tax) contribution.

Description:

  • Construction of a dual cell 510 m3 buried concrete reservoir and associated pipe works located at 492 Mountain Drive at the existing Pump Station and Reservoir site
  • Construction of a dual-cell 1100 m3 buried concrete reservoir located at the existing Upper Reservoir site above Westshore Estates.

Current Status:

  • November 2018 - this project is substantially complete.
  • Fall 2018 - 
    • The new Upper Reservoir has been constructed, filled, tested and connected to the water system.
    • The new Mountain Reservoir has been constructed, filled, tested and connected to the water system.
  • Fall 2017 -
    • the new Upper Reservoir has been completed, filled, tested and connected to the system.  Final commissioning is expected by the third week of November
    • The new Mountain Reservoir is expected to be filled, tested connected and commissioned within the next two weeks.
  • September 2017- torch on membrances installed, hydrostatic testing, backfill, site grading and commissioning to be completed this fall.
  • August 24 –  

    • Roof hatches constructed
    • Mountain – Hatch form work and reinforcing complete. 
    • Upper – Suspended slab and hatch formwork and reinforcing complete. 
  • July 11th -
    • Mountain – Wall and suspended slab formwork and reinforcing complete.
    • Upper – Wall formwork and reinforcing complete. Suspended slab formwork and reinforcing scheduled to be complete shortly.  
  • May 4th - concrete slabs constructed during Arpil at both locations.  Installing wall formwork and reinforcing.
  • April 4th - Excavations and some pipeworks completed c/w thrust blocks and restraints, backfill, compaction and subgrades inspected and approved.
  • Construction is scheduled to begin in March, 2017 and continue until the November, 2017.

Falcon Ridge Water System Reservoir and Water Treatment Improvements

Project Name: Falcon Ridge Water System Reservoir Improvements

Start Date: Fall 2017

Substantial Completion Date: October 18, 2018

Project Cost: $898,698 - The bulk of the funding for the project cost is thanks to a $602,082 grant from the Canada-BC Clean Water and Wastewater Fund. As well, an additional $164,000 in Community Works Gas Tax funds and $132,886 from reserves covered the higher than expected tender costs

Description:

  • Construction of a 390 m3 buried concrete reservoir cell, water treatment room, treatment upgrades and associated pipe works located at 8000 Hwy 33 E at the existing Reservoir site.

Current Status:

  • Fall 2018 - Construction of the reservoir has been completed and some deficiencies remain to be completed.  Additional fire hydrants are planned to be installed in the fall 2018 or spring 2019 within the service area.

  • Construction is currently underway and will continue until July 2018.

  • November 2017 - The Invitation to Tender for the reservoir upgrade will close November 21st.  Provided the bid results are within budget, construction is expected to begin soon after closing until 2018.

  • Construction is planned to begin in autumn 2017 and continue until March, 2018.

Falcon Ridge Water System Intake Construction

Project Name:   Falcon Ridge Water System Intake Construction

Start Date:  Fall 2017

Substantial Completion Date:  December 13, 2017

Project Cost:  $163,060

Project Site Plan:

Description:

  • Construction of approximately 44m of 200mm watermain and 12mm sampling line from the creek to a proposed diversion vault, the installation of a concrete creek intake and fish screen assembly, with associated control valves, 50mm well supply mains, and conduit for connection of these devices to the computer control system of the RDCO.

Current Status:

  • Fall 2018 - Construction of the works is complete and distributing creek water to the water system.  Connection to the control system and automation to be complete by the Regional District.
  • November 2017 - the works are nearly complete, expected to be commissioned and to begin to supply water to the system in mid-November.
  • September – Request For Quotation being finalized
  • Construction is planned for autumn 2017
