Animal Control 

The Regional District Animal Control Bylaw No. 880 is enforced in the Electoral Areas (Central Okanagan East and Central Okanagan West) of the Regional District of Central Okanagan by complaint only.  The City of Kelowna, City of West Kelowna, District of Lake Country and District of Peachland enforce their own regulations.

The Bylaw sets out the regulations for keeping of pets, farmed fur bearing animals, farmed game, game birds, birds, poultry, livestock, aviaries for tropical birds, and dog kennels. (Dogs are regulated separately under the Responsible Dog Ownership Bylaw, see note below)

Persons who violate provisions of this bylaw are subject to fines or may, on summary conviction, be liable to penalties under the Offense Act.

Prohibited Animal

The Regional District of Central Okanagan Prohibited Animal Bylaw lists prohibited animals, which except for provisions of Section 3 of the bylaw, shall not be kept, exhibited for entertainment or educational purposes, or displayed in public, either on a temporary or permanent basis.

Persons who violate provisions of this bylaw may, on summary conviction, be liable to penalties under the Offense Act.

Bylaw No. 1028 is enforced by complaint only, in all Regional District of Central Okanagan Electoral Areas, the City of Kelowna, and the District of Peachland.

Noise

Noise Bylaw No. 403 regulates or prohibits the making or causing of noises or sounds in or on a highway or elsewhere in the Regional District which disturb or tend to disturb the quiet, peace, rest, enjoyment, comfort or convenience of the neighbourhood, or of any persons in the vicinity. The Bylaw applies to all Electoral Areas of the Regional District of Central Okanagan and specifically includes the part of Okanagan Lake that lies within the boundaries of the Electoral Areas. It is enforced by complaint only.

Persons who violate provisions of this bylaw are subject to fines or may, on summary conviction, be liable to penalties under the Offense Act.

Sign 

The Regional District of Central Okanagan Bylaw No. 885 regulates the use of signs.

The Sign Bylaw was enacted to protect the visual appearance of lands and buildings from the effects of signs that may be inappropriate as to size or location and to allow signage to the extent permitted in the bylaw.

It is enforced by complaint and applies only to the Electoral Areas of the Regional District.

A Building Permit is required for Free Standing signs and Projecting signs. You may download a copy of the Building Permit application form on the preceding link.

Unsightly Premise and Visual Nuisance

The unsightly premises bylaws prohibit an owner or occupier of property to permit their property to become unsightly by allowing the accumulation of filth, discarded materials, rubbish or graffiti. Throwing of bottles, glass or other rubbish and placing graffiti on or adjacent to public places are also prohibited.

Persons who violate the provisions of the bylaw are subject to fines, and, persons who do not carry out the work required where an order has been given are subject to recovery of costs.

Regional District of Central Okanagan Bylaw No. 770 applies to the Central Okanagan East and Central Okanagan West Electoral Areas of the Regional District of Central Okanagan .

  • It is helpful if you include any or all of the following:
    • civic address or best detailed description of problem location
    • any owner or occupier information (if known)
    • your specific concern
    • your name, address and phone number, so the inspector can contact you for further information (not mandatory, but helpful and is not given out)

Please note that the bylaws are not enforced pro-actively. Your concerns or complaints must be reported to initiate enforcement.
