June 2017
June 26th
- The Regional Board approved a contract with a four person team from EcoPlan International to conduct the Review Study.  This will include opportunities for community engagement of residents within the North Westside Fire Protection Area.  A final report is expected by October 23rd.  View Report to the Board

May 2017

May 29th - the Regional District issued a public Request for Proposals for the North Westside Services and Community Issues Review Study.  View the RFP

May 11th - the Regional Board received the following Email from the Ministry of Community, Sport and Cultural Development regarding the drafting of the Terms of Reference for the Services and Community Issues Review.

The Director of Local Government Structure says the Ministry had significant involvement in drafting the Terms of Reference for the review and to ensure they conformed to the purpose of the $20,000 grant approved by the Minister.  She advises before any evaluation or reconsideration of services provided by the regional district or exploring changes to governance, there must be a common understanding of the services and community issues that led to the review.

April 2017

April 13th - The Regional Board adopted the Terms of Reference for the North Westside Services and Community Issues Review process.  The document was developed jointly by staff from the Regional District and Ministry of Community, Sport and Cultural Development.  The Terms of Reference reflects the scope, objectives and conditions for the $20,000 grant provided by the Ministry.  It will be used by an independent consultant to review services delivered by the Regional District and to identify the issues and concerns expressed by communities within the North Westside Fire Protection Area.  A Final Report is expected by late October. 

February 2017

The Regional Board has received letter from the Minister of Community, Sport and Cultural Development approving a $20,000 grant to facilitate a services and community issues review within the North Westside Fire Protection Service Area.  Minister Peter Fassbender says the funds will assist the Regional District in a diagnostic analysis to better describe and understand key facets of local governance services, taxation and other data in the service area and to identify issues and concerns expressed by affected communities regarding decision making and delivery of regional district services. 

Ministry staff will follow up with the Regional District on the terms and conditions of the review.  The Regional Board is expected to consider a proposed Terms of Reference to guide the review at a future meeting anticipated for late March.

January 2017

The Regional District has applied to the Ministry of Community, Sport and Cultural Development for funding a governance review study for the North Westside Fire Protection Service Area

The proposed study would explore issues within the existing Regional District Electoral Area structure and framework, blending a diagnostic service analysis and a community issues assessment.

Minister Peter Fassbender and staff have indicated to the Board that his office would consider a small-scale governance review with a focus on local decision making and input into Regional services within the study area.

If funding is approved, it’s anticipated that Regional District and Ministry staff will develop a Terms of Reference requiring Regional Board approval, before hiring an independent consultant to conduct the governance study.

The Regional Board authorized staff to proceed with the funding request for the proposed study in response to a request from the North Westside Communities Association for a governance study, based on a presentation made to the Board in August 2016 indicating areas of resident dissatisfaction with the Regional District and some of its services.
