Current Projects
The Planning Services Department can be involved in a variety of projects from
policy development, to site planning, to improving regulations. The public is
always an important participant in any planning process.
Please see our
Calendar of Events for upcoming public meetings. Public
input is sought in many different ways and at different times during the
development of a plan or regulations. The following are summaries of some
projects currently underway in the Regional District:
The following projects were considered by
the Regional District but with incorporation
of the Westside District Municipality in
December 2007, future direction will be
determined by the municipal council.

North Westside
Official Community Plan (OCP) Review and
Update
The Development Services Department received
direction from the Governance and Services
Committee on April 10, 2008 to proceed with
a Terms of Reference (TOR) and Request for
Proposal (RFP) process with respect to a
partial review of existing North Westside
OCP Bylaw No. 785. It is anticipated that
the project will include review of future
land use policies, servicing and
infrastructure considerations in context of
the Regional Growth Management Strategy, and
review of policies and Development Permit
(DP)provisions with intent to enforce all
environmental components. This would include
expansion of existing Aquatic DP Areas and
establishing Sensitive Terrestrial DP Areas.
In addition to the above components, issues
related to major transportation corridors (ie:
capacity of Westside Road and future
Okanagan Lake crossing) and recent
completion of a water service feasibility
study of the upper/lower Fintry and Valley
of the Sun areas would be considered and
evaluated relative to any major change to
OCP development policy.

Zoning Bylaw No.
871 Annual Review and Update
Due to the on-going issue related to
transition of Regional District staff to the
Westside District Municipality and work projects already in
process for 2008, it is very unlikely that a
review and update of the Zoning Bylaw will
occur this year. A review of the Zoning
Bylaw would be re-evaluated for
consideration in the 2009 work plan budget.

Reservoir Lakes
Management Strategy/Conservation Lands
Zoning
The proposed CL8 (Conservation Lands) zone
and RU7 (Cottage Lot) zone is associated
with a rezoning application initiated by the
Regional District on behalf of the Province.
The proposed cottage lot and conservation
land zones originated through a two year
process of extensive facilitated
consultation hosted by Integrated Land
Management Bureau, involving the Okanagan
Cottage Owners Association, the Water Supply
Association of BC, Interior Health Authority
and the three Regional Districts of the
Okanagan.
In accord with the regional consultation
initiative, two of the initial strategies
for which stakeholders indicated support
were the establishment of a Section 215 Land
Act Reserve around the reservoir lakes to
prohibit creation of new lots, and revision
to current Regional District of Central
Okanagan zoning to limit the scale of
development on lease lots.

Foreshore
Structures Bylaw
In response to provincial direction to
deregulate private moorages under 120 square
meters, staff has been given direction from
the Regional Board to investigate the
possibility of developing a Foreshore
Structures Bylaw with member municipalities.

Foreshore Plan
Illustrations
In 1990, a Foreshore Plan was completed for
the Regional District of Central Okanagan in
an attempt to address the issues associated
with development and recreational use of the
shoreline of Okanagan Lake. This plan is currently
being updated. The following document
link is an overview of the ecosystems
present along the shoreline and illustrates
some of the best practises for sustainable
shoreline development.

Mission Creek
Water Use Plan
In a
partnership with City of Kelowna, Ministry
of Agriculture and Lands, BC environment,
Benvoulin Water Users, and South Kelowna
Water Users the Regional District has
supported the creation of a hydrologic model
to better predict and manage our water
resources. This model will help licensed
purveyors (such as the South East Kelowna and
Black Mountain Irrigation Districts as well
as provincial water managers) to assess
implications of future management options
for Mission Creek and its reservoirs. The
Water Use Plan is to be completed in Fall

Bear Creek
Sediment Source Survey
In 2007, the Regional District began
a mapping project of the Bear creek (Lambly
Creek) watershed in cooperation with the
Lakeview Irrigation District and the
Okanagan Water Basin Board. Phase two of
the project is expected to be done during
the summer of 2008.

Trepanier
Creek and South Slopes SHIM
Since 2001, SHIM (Sensitive Habitat
Inventory Mapping) has been used by the
Regional District of Central Okanagan as an
ecosystem-based tool for identifying,
inventorying and mapping regional
watercourses. This project is a continuation
of these works, which will conclude the
mapping exercise for private lands within
the Regional District. The project is now focusing on
completing similar mapping for Trepanier
Creek and South Slopes areas. For more
