Westside Electoral Area Road Study

The Regional District of Central Okanagan is currently working on a roads study for the Westside Electoral Area.  The Regional Board has awarded the consulting assignment to EBA Engineering Consultants Ltd. in partnership with St. Michel Consulting Inc. for the preparation of the study.  An initial start-up meeting took place on October 13th, 2005 and it is anticipated the study will be complete in August 2006.

The study will be used to identify roads on the Westside that are in the greatest need of repair, identify methods of repair and estimate costs to improve roads to acceptable standards. The study will also assist in determining the level of road repair that could be done in conjunction with other infrastructure works throughout the Westside area.

Gellatly Road/ Shannon Lake Road Improvements

During 2006, the Regional District of Central Okanagan conducted a public process to determine the timing and nature of road improvements to Gellatly Road and Shannon Lake Road.  As a result of increased applications for development, the Regional District recognizes upgrading is needed with a top priority being given to improvements along Gellatly Road, between the Westbank Yacht Club and the Gellatly Nut Farm Regional Park.  Urban Systems Ltd. was contracted to conduct the public process, holding a number of meetings with area residents and Westside residents in general and drafted a plan which was adopted by the Regional Board at its July 24th, 2006 meeting.  (Link to July 24th Board report) At that meeting, the Regional Board awarded a contract for the functional design of Gellatly Road from Boucherie Road to the Cove Resort.  Urban Systems is preparing the design concepts, which are expected during the fall of 2006, when detailed design will be undertaken in advance of an anticipated construction during the spring of 2007. Project History

  • An Open House was held the evening of Wednesday, June 28th into the proposed improvements to Gellatly Road and Shannon Lake Road giving residents throughout the Westside a chance to provide comment to help finalize the concepts for these road improvements.   Link to Open House Presentation (47 pages, 3.3 MB)

  • On May 30th, Urban Systems held a meeting with the Shannon Lake Neighbourhood Association to discuss options for Shannon Lake Road.  Link to Concept Images

  • On May 3rd, Urban Systems held an information meeting with Gellatly Bay Area residents and property owners to discuss options for Gellatly Road and the movement of bicycles and pedestrians. Link to Presentation

  • At its April 10th meeting, the Regional Board awarded a consulting contract to Urban Systems Ltd. to facilitate the public process. View Report to Board

Westside Stormwater Quality Management Initiative

The Regional District of Central Okanagan has completed a Stormwater Quality Management program for the Westside.

Stakeholders, neighborhood groups and individuals provided their input through meetings and questionnaires on various options that might be used in a proactive effort to protect the environment, by improving the quality of stormwater that collects in creeks, ditches and storm sewers on the Westside.

Regional District of Central Okanagan Sewer Servicing Strategy (replaces the Casa Loma/Lakeview and Glenrosa Sewer Servicing Strategies)

The Glenrosa and Casa Loma Sewer Servicing Strategy reports were originally presented and adopted by the Regional Board in 2004.  Due to current construction market conditions, the lack of Provincial funding and various other items, it was necessary to re-evaluate both the Casa Loma/Lakeview and Glenrosa Sewer Servicing Strategies.

Engineering Services staff updated both Sewer Servicing Strategies and at the same time consolidated them to form one Sewer Servicing Strategy.  The updated strategy currently indicates the estimated cost per residential unit to be $7,700 for both the Casa Loma/Lakeview and Glenrosa areas. 

In August 2006 the Regional Board was presented with and adopted a consolidated and revised Sewer Servicing Strategy.

Development Cost Charge Analysis - Draft Report - January 2004

In March 2001, the Regional District retained Urban Systems Ltd. to prepare a report regarding the cost to develop land in the urbanized areas of the Westside Electoral Area.  The purpose of the report is to conduct a detailed analysis of the existing costs and provide direction for future Development Cost Charges and Developer Contributions.  This report has been reviewed by Regional District staff, stakeholders of the Westside Electoral Area and Committees of the Regional Board and the Ministry of Community, Aboriginal and Women's Services.  Note:  This report has 87 pages and is extremely large (34 MB) and may take a long time to download.  View DCC Analysis Draft Report

Westside Master Drainage Plan

The Westside Master Drainage Plan was commissioned in May 1997 by the Regional District of Central Okanagan and completed in July 2000 by Urban Systems Ltd. and EBA Engineering Ltd.  This plan updates previously completed drainage studies for the Glenrosa area (1993, Urban Systems Ltd./Golder Associates Ltd.) and the Westbank area (1995, Urban Systems Ltd./Golder Associates Ltd.)  and integrates them with the new information into a single document.  For ease of viewing, it has been separated into sections and reproduced electronically .
