Utilities Acquisition Policyy

In November 2011, the Regional Board adopted a policy that will guide future acquisition of utilities by the Regional District.  The goal of the policy is to standardize the process by which the Regional District will consider taking ownership of any utilities, such as private water or waste-water treatment systems and ensures that all due diligence is done on behalf of both utility customers and regional district ratepayers.  The policy was developed at the request of the Regional Board.

Westside Regional Wastewater Treatment Plant Development Cost Charges Study

The study was adopted in August 2010 and provides the Regional District with updated Development Cost Charge calculations to reflect the cost of future upgrades to the Westside Regional Wastewater Treatment Plant which provides services to the District of West Kelowna, District of Peachland and Westbank First Nation reserves connected to sewer systems.

Westside Regional Wastewater Treatment Plant Rates Analysis

In the fall of 2010, the Westside Regional Wastewater Treatment Plant Rates Analysis was completed.  Its goal is to establish a cost recovery approach for the Regional District of Central Okanagan facility, servicing wastewater treatment needs of the District of West Kelowna, District of Lake Country and Westbank First Nation reserves through major collection trunks and lift stations.  The costs considered include both those for operation and maintenance and capital replacement.  The analysis is designed to identify annual costs and establish equitable charges for the three participating local governments.

Water System Reviews

During 2010, the Regional District of Central Okanagan conducted a series of engineering and technical reviews of several of its water systems:  Falcon Ridge, Killiney Beach and Westshore Estates.  These reviews assessed the state of the infrastructure and provided recommendations on short and long term capital infrastructure improvements that would be required over the next 20 years while recommending financing strategies for which to base user and maintenance fees.

North Westside Water Service Feasibility Study

In October 2009, this study concluded with the Regional Board award of a contract for Part A of the Engineering Services for identification of preferred water source(s) and preliminary project design.  Link to Project Information webpage for further information on this project.

Westside Storm water Quality Management Initiative

Prior to the District of West Kelowna incorporation, the Regional District of Central Okanagan completed a Storm water Quality Management program for the Westside.

Stakeholders, neighborhood groups and individuals provided their input through meetings and questionnaires on various options that might be used in a proactive effort to protect the environment, by improving the quality of storm water that collects in creeks, ditches and storm sewers on the Westside.

Westside Master Drainage Plan

The Westside Master Drainage Plan was commissioned in May 1997 by the Regional District of Central Okanagan and completed in July 2000 by Urban Systems Ltd. and EBA Engineering Ltd.  This plan updates previously completed drainage studies for the Glenrosa area (1993, Urban Systems Ltd./Golder Associates Ltd.) and the Westbank area (1995, Urban Systems Ltd./Golder Associates Ltd.)  and integrates them with the new information into a single document.  For ease of viewing, it has been separated into sections and reproduced electronically .
