Storm Water Management

Drainage

The Ministry of Transportation (MOT) and the Regional District jointly administer drainage throughout the Regional District. Existing deficiencies and drainage problems within the road right of way are the responsibility of MOT. Drainage works required in conjunction with the subdivision or development of property falls under the joint approval of MOT and the Regional District. The standards and requirements for drainage pertaining to the subdivision or development of property are outlined in the Subdivision and Development Servicing Bylaw No. 704. In addition to Bylaw 704, detailed drainage plans have been prepared to assist the Regional District in directing development in a way which will minimize existing and future drainage problems. The Westside Master Drainage Plan, (WMDP), which was adopted in July of 2000 provides the context for which storm water management may occur in the Westside. The WMDP updates and replaces the previous Glenrosa and Smith Creek Master Drainage Plans. The purpose of the Westside Master Drainage Plan is to:

  • Outline each watershed and corresponding drainage divisions within each area
  • Identify the primary drainage systems that service each watershed
  • Establish a clear understanding of the key storm water management issues within the study area
  • Present a standardized set of design and analysis criteria
  • Recommend general policies to maximize the effectiveness of storm water management efforts
  • Identify both existing and potential deficiencies of the primary drainage systems
  • Develop, evaluate, and recommend proposed works to correct the identified deficiencies
  • Estimate the preliminary capital costs of the proposed works and prepare an implementation strategy
  • Review potential cost recovery mechanisms, evaluate their impacts on each stakeholder, and recommend an appropriate strategy

Storm Water Quality

The Regional District recognizes the importance of protecting our water resource and is one of only a handful around the province working on storm water quality initiatives. Urban Systems Limited developed a Storm water Quality Management Plan for the Westside which  includes various options and their cost implications on how best to protect the environment by ensuring the highest possible quality of storm water that collects in creeks, ditches and storm sewers throughout Westside watersheds. By taking a proactive approach, it's hoped the risk of future storm water quality problems would be reduced.

Two Advisory Committees worked in conjunction with Urban Systems in developing the Storm water Quality Management Plan. There were also public opportunities for input into the plan, through two Open Houses held in the Spring of 2003 and the Winter of 2004.  You may view the Phase 1 Report (2003) and Phase 2 Report (2005).
