2008
Asquith Road Connector Phase 1

The first phase of the Asquith Road Connector was officially opened on Friday, March
14th, 2008 by the Mayor and Council of the
District of West Kelowna
(formerly Westside District Municipality).
The first stage of construction included a re-alignment of the existing Asquith
Road and Shannon Lake Road intersection. Approximately 780 metres of full
urban standard roadway was built including two vehicle lanes, two bicycle paths,
curbs, gutters, sidewalks, streetlights and associated drainage works. This
project also removed the sharp turn that existed just below the entrance to the
Westside landfill. This entrance was also re-aligned.
As part of this phase of construction a temporary all-weather road was built from
the north end of the new Asquith Road to the east end of Wildhorse Drive, creating
the secondary route into and out of Smith Creek. Asphalt from the present
Asquith Road was used for the surface of this temporary road, which will remain
in place while existing subdivisions are completed and built out.
The estimated cost to complete Phase one was $1.7 million and was done without any
impact on ratepayers. Area developers contributed more than $1.2 million while
the Regional District provided approximately $460,000 from funds that were previously
collected from developers.
The final phase will be completely funded by developers as a condition of subdivision
approval. It will see the temporary road replaced with a new full urban standard
road, completing the link between Smith Creek and Shannon Lake Road.

2006
Glenrosa Phase 1 Sanitary Sewer System
The Glenrosa Phase 1 Collection System project is located on the west side of Okanagan
Lake (Site
Location Map) and encompasses the area shown on the
Project Boundary Map. This project is the first of six phases
of construction providing sewer service to the entire Glenrosa area. project
construction occurred in two sages, the first being the Webber Trunk completed in
2001 and the remaining area within Phase 1 was completed in 2006. The Glenrosa
Phase 1 Collection System provides sewer service to 495 residential equivalent units
and was substantially completed on July 28, 2006.
The final costs are as follows:
- $7,000 - per residential equivalent unit
- $21,000 - Gorman Road commercial development (3 residential equivalent units)
Residents who chose to pay their share of the capital costs over 20 years by debt
servicing fee will start paying approximately $632 annually per residential equivalent
unit in 2007.
All on-site costs to connect existing residences to the service connection provided
by the Regional District at the property line are the responsibility of the owner
and require a building permit. To obtain a building permit owners are required
to make a payment of a $100 sewer application fee and a $150 building permit fee,
of which $50 is refunded once the connection is approved.

2005
Casa Loma/Lakeview - Sanitary Sewer System
Stage 3 - Lakeview Phase 3 - Anders Road Area Collection System
The Anders Road Area Collection System project is located on the west side of Okanagan
Lake (Site
Location Map) and encompasses the area shown on the
Project Boundary Map. This project is the second of seven construction
projects in Stage 3- Lakeview, ultimately providing sewer service to the entire
Lakeview Heights area. The construction of the project began in the Spring
of 2005 and was carried out by Peters Bros. Construction Ltd. The Anders Road
Area Collection System provides sewer service to 270 residential equivalent units.
It was substantially completed on November 28, 2005 with final costs falling within
the budgeted estimates. (Link
to Completion Photos) This project was funded by the Canada/BC Infrastructure
Program and RDCO residents.
The final costs are as follows:
- $7,500 - per residential equivalent unit
- $3,500 - per residential unit in the Avondale subdivision ($7,500 - $4,000 dry sewer
credit - 46.7% of residential equivalent unit)
- $75,000 - Lakeview Shopping Centre (10 residential equivalent units)
Resident who chose to pay their share of the capital costs over 20 years by debt
servicing fee will start paying approximately $652 annually per residential equivalent
unit in 2007.
All on-site costs to connect existing residences to the service connection provided
by the Regional District at the property line are the responsibility of the owner
and require a building permit. To obtain a building permit owners are required
to make a payment of a $100 sewer application fee and a $150 building permit fee,
of which $50 is refunded once the connection is approved.

Green Bay Water System Upgrade
The Green Bay Water System upgrade consisted of the installation of water mains,
fire hydrants and water service connections to 58 single family residences.
The project started in the spring of 2005 and was substantially complete by the
winter of 2006 with final costs falling within the budgeted estimates of $7,000
per residential unit.
Residents who decide to pay for their share of the cost over 20 years would pay
a yearly debt-servicing fee. If the annual interest rate is in the range of
6% to 8%, the yearly debt servicing fee would be approximately $600 to $700 per
year.
There are no additional connection costs as service connections were made at the
time of construction and are included in the $7,000 capital cost.

Casa Loma/Lakeview - Sanitary Sewer System
Stage 3 - Lakeview Phase 1 - Collens Hill Area Collection System
The Collens Hill Area Collection System project is located on the west side of Okanagan
Lake (Site
Location) and encompasses the area shown on the
Project Boundary. This project is the first of seven construction projects
in Stage 3 - Lakeview, which will ultimately provide sewer service to the entire
Lakeview Heights area. The construction of the project commenced in the spring of
2004 and was carried out by Lawrence Enterprises Ltd. The Collens Hill Area Collection
System provides sewer service to 215 residential equivalent units. It was substantially
completed on December 22, 2004 with final costs in the amount of $7,500.00 per residential
equivalent unit falling within the budgeted estimates. This project was funded by
the Canada/BC Infrastructure Program, and RDCO residents.
Residents who chose to pay their share of the capital costs over 20 years by debt
servicing fee are currently paying $588.54 annually per residential equivalent unit.
All on-site costs to connect existing residences to the service connection provided
by the Regional District at the property line are the responsibility of the owner
and require a building permit. To obtain a building permit owners are required to
make payment of a $100.00 sewer application fee and a $150.00 building permit fee,
of which $50.00 is refunded once the connection is approved.

stages of construction that are required to provide sewer service to Casa Loma,
Lakeview Heights, and IR#10. The Lift Station was substantially completed on April
20, 2004 with final costs falling within the budgeted estimates. This project was
funded by the Canada/BC Infrastructure Program, Westbank First Nations, and RDCO
residents.
Other completed related studies and projects include the Casa Loma Collection
System project, and the Casa Rio Re-Alignment project (Westbank First
Nation).

Casa Loma/Lakeview - Sanitary Sewer System
Stage 2 - Casa Loma Collection System
The Casa Loma Collection System project is located on the west side of Okanagan
Lake (Site
Location) and encompasses the area shown on the Project Boundary. This project is the second of three
stages of construction that are required to provide sewer service to Casa Loma,
Lakeview Heights, and IR #10. Though a significant portion of the work dealt with
servicing 181 single-family residential units and 48 resort units in the Casa Loma
area, this project also included works to service Lakeview Heights and IR#10. The
collection system was substantially completed on March 17, 2004 with final costs
falling within budgeted estimates. This project was funded by the Canada/BC
Infrastructure Program, Westbank First Nation, and RDCO residents.
Final costs, including costs for the Casa Loma Lift Station, are as follows:
- $7,500 - per residential equivalent unit
- $5,625 - per unit in the Casa Loma Resort (75% residential equivalency unit)
- $3,500 /- per residential unit on Casa Grande and Casa Rio ($7,500 - $4,000 dry
sewer credit = 46.7% of residential equivalency unit)
Residents who chose to pay their share of the costs over twenty years by debt servicing
fee are currently paying $529.79 annually per residential equivalency unit.
All on-site costs to connect existing residences to the service connection provided
by the Regional District at the property line are the responsibility of the owner
and require a building permit. To obtain a building permit owners are required to
make payment of a $100.00 sewer application fee and a $150.00 building permit fee,
of which $50.00 is refunded once the connection is approved.
Other completed related studies and projects include the Casa Loma Lift
Station project, and the Casa Rio Re-Alignment project (Westbank First

Trepanier Bench On / Off Ramp
The Trepanier Bench On / Off Ramp is a joint project administered by the Regional
District with funding from the the Ministry of Transportation, District Municipality
of Peachland, Regional District of Central Okanagan, and a private developer. This
project, which was substantially completed on October 19, 2004, provides residents
in the Trepanier Bench area with direct access to the Okanagan Connector when traveling
to and from Westbank. It does not provide any form of access for those residents
traveling to or from the Merritt area. This project will reduce travel time for
residents, improve emergency vehicle access, and provide a safer direct route for
evacuation should the need arise. The project was completed within the budgeted
estimates.

Westlake Road Upgrade
The Westlake Road Upgrade is a joint project between the Regional District, the
Ministry of Transportation, and three local developers. The project encompassed
a 1-kilometre section of road and included re-alignment and widening of Westlake
Road, curb, gutter, sidewalk, and street lighting. In addition, sanitary sewer,
storm drainage, and water mains were extended to service new development in the
area. The portion of the works that were the responsibility of the Regional District
fell within budgeted estimates.
